What is RC143?


RC143 is the Official App of the Philippine Red Cross to help you protect yourself, your loved ones and your community from COVID-19.

The app uses the wireless, location and sensory capabilities of your smartphone to help the Red Cross trace back persons you have encountered, enabling users to determine their likely levels of exposure to COVID-19. The Philippine Red Cross actively monitors COVID-19 cases and will contact those who they determine to be at risk and link them to the COVID-19 Contact Center for monitoring and medical assistance. The Red Cross will also perform COVID-19 tests if need be.


What can you do with the RC143 app?


Once you have installed and registered to use the RC143 app, you can do the following:

Who can use the RC143 app?


Any resident of the Philippines with an active Philippine mobile number and an Android device (Android 6.0 and up) can use RC143. The user must have a valid mobile number in order to access the app. RC143 is a free app.


How do I download the RC143 app?


  1. To download the RC143 app, just go to Google Play and search for RC143;

How do I install the RC143 app?


  1. Make sure to download the RC143 from Google Play.
  2. Click Install.
  3. It is important that your Bluetooth is ON or enabled and that you allow the app to Access your Location. If asked, please allow the app to use Bluetooth and Access your Location.



How do I register to use RC143?


  1. Make sure you have already downloaded the RC143 app from Google Play and have installed it on your Android device.
  2. To register, enter your active Philippine mobile number. Your number is required to help validate your account. Don’t worry, your mobile number will be kept private.
  3. Then enter the 4-digit One-Time Pin (OTP) that will be sent to your registered mobile number to confirm your registration to RC143.



Why do I need to turn ON the Bluetooth and Wi-Fi on my device?


As long as Bluetooth is ON and even when not in use, there are traceable wireless interactions between devices within a few meters that are meaningful to RC143. The App thus uses Bluetooth to automatically map out possible exposures to COVID-19 infected individuals or persons under investigation. With the help of artificial intelligence and the app’s geo-location capability, RC143 can trace back contacts with other users and determine levels of exposure to COVID-19. For this reason, please make sure the Bluetooth on your device is always ON and that RC143 is running in the background. In your phone settings, choose “Allow RC143 to run in the background.”



What is the Exposure Risk Meter?


The Exposure Risk Meter is a tool that shows your likely level of exposure to COVID-19. Your possible risk level is determined based on the activity detected, on the other users you came in contact with, and the official data monitored by the Philippine Red Cross.

Initially, the Exposure Risk Meter feature won’t be available upon registration of the app. It will only be enabled when enough contact event data has been gathered, and only with confirmation by the Philippine Red Cross. Those with high-risk level assessment results are encouraged to contact the Philippine Red Cross and seek medical assistance for actual COVID-19 testing.



What do the colors on the meter mean?


Based on your activity and the official monitoring of the Philippine Red Cross on COVID-19, the colors on the Exposure Risk Meter suggest the following:



How do I know if my risk level is high?


Your risk level is high if the meter points to orange. Those with high-risk level assessment results are encouraged to contact the Philippine Red Cross and seek medical assistance for actual COVID-19 testing.



Why is my Exposure Risk Meter not available?


Upon fresh install and registration, the Exposure Risk Meter will not yet be available to users as its function is based on a relevant amount of contact events gathered by the RC143 system. It will be enabled once the Philippine Red Cross detects significant interaction / contact with other users, which can show possible exposure to the virus.



How can I contact the Philippine Red Cross?


RC143 Users can directly contact the Philippine Red Cross via the RC143 app. On the dashboard, you will see a risk level status bar that when tapped will provide you more information on your likely level of exposure to COVID-19 as well as a button to contact the Philippine Red Cross. To use this feature, you must have Viber installed and logged in your phone using the same mobile number registered to RC143.



Would other users see my exposure risk level status?


NO, other RC143 users will not see your status, your location or your mobile number. Only the user can see his personal info on the app. However, the Philippine Red Cross has access to the information gathered by the app and the user’s mobile number. Only the Philippine Red Cross can have access to the user’s mobile number in the event of a possible infection and can validate the user’s status in case he is identified as COVID-19 Positive.



Is the use of this app free?


The install and the use of this app is free. However, data charges may apply for downloading the RC143 app on Google Play as it requires Internet connection. Standard call charges also apply when you call the Red Cross hotline.



What if I don’t turn on the Bluetooth on my device?


Bluetooth is a requirement for the RC143 app. If Bluetooth on your device is OFF then the scanning of other devices and the monitoring of possible exposure will not work. If Bluetooth is OFF, you will also see that the status of the app is Inactive. Please also note that turning Bluetooth OFF once in a while will make the Exposure Risk Meter reading inaccurate.



Can I log out of the RC143 app?


Yes, you can log out of the RC143 app. Just go to the menu and click Log Out. However, please note that the app won’t be able to monitor your status if you are logged out.



I logged out of the RC143 app. How can I sign back in?


You can sign back in by entering the same mobile number you initially registered. Just follow the steps like that of the registration including the verification with the One-Time Pin.



Can I use RC143 in all of my devices?


You can only use one RC143 account in one (1) device at a time. This means if you install and sign in to RC143 in another device using the same mobile number, you will automatically be logged out of the RC143 app installed in the previous device.



Why is my birthday, age and gender needed?


In case of a possible infection, these basic information will help the Philippine Red Cross in verifying your identity and status. If you have supplied the following information, only you and the Philippine Red Cross can see it.



Why do I need to install Viber?


Viber is required in order for you to contact the Philippine Red Cross via RC143 for monitoring or medical assistance. Via RC143, you can also join the PH Red Cross COVID-19 community on Viber for more news and announcements related to COVID-19. Just make sure that the Viber number you are using is the same as the number you registered to RC143.



What is the RC143 Viber Community?


The RC143 Viber Community is the PH Red Cross COVID-19 community on Viber that RC143 users can join for more information and official announcements from the Philippine Red Cross related to COVID-19. To join or subscribe, just go to the app menu and click ‘RC143 Community.’ Joining the RC143 Community is free. However, standard data charges may apply for the use of Viber.
